Any Idea What This Is?
It's hard to search the web for images, but I'd hoped to find something... I did not. Given the location (Bolivia), it's hard to just dismiss it as another Area 51 building.

Hmm Interesting , judging by size I would say it's a silo of some sort. though big for that, or an underground bunker of some sort.
A very interesting structure,,may be a silo of sorts, or a bunker perhaps. not sure. I seen simuliar but not shiney as this and that was a religious sort of ring.
I think that it is very interesting that it is out in the middle of no where. My guess is that it may be an alter of some sort. The above angle of the structure is quit interesting, but I don't see an entry, or access point, of any sort. I know my thoughts don't hold much merit, but to me it doesn't look like a silo.
Looks like one of those solar power plants using a central water heating tower for steam-electrical generation. Usually surrounded by mirrors, however this may be an unfinished power plant... these type of circular configurations are usually used, at least that's my take on it.. (probably nothing too fishy about it..) What's -your- take on it? I'd like to hear your reply. Thanks.
I saw this before on the planet Zargon. It's a hip 50's style gay bar for arachnoids only. Can get by the rear door guy if you slip him a couple of zoodles.

I'm not a mystic guy,but this story intrigued me so I look it up on google. I've started with the place you said it was in Bolivia (the Altiplano). It didn't took me long to stumble on a page talking about the city of Atlantis being there. If you go at

you can read about it. The interesting part is a illustration of what would seem to be the main bulding of Atlantis and it looks a lot like the shape of that circle on the pictures. Go look it up and let meknow what you think.
